Understanding The Basics Of Color

To create harmonious color schemes in our living spaces, we have to understand how color works. Color is only one part of the whole – it may have the greatest affect on us, but t is only one part. You need to have a sense of what you are comfortable with. Look again at your wardrobe. Do you have pastel colors? Pastel colors are hues that have been lightened with white. There are warm and cool pastels, so are your pastel colors cool (greens, blue-greens, blue, blue-violet and violet) or warm pastels (red, red-orange, orange, yellow orange, yellow)? Do you have cool vibrant colors or warmvibrant colors? Maybe you prefer dark jewel tones. Knowing the colors you like and are comfortable with gives you a starting place.

Vibrant colors are usually called hues and are what make up that infamous color wheel.  The colors on the outside ring are all hues. Hues include the primary colors and the blends of primary colors. When we add white to the colors, we get a tint. When we add black, we get a shade and when we add gray, we get a tone.

Confused? I certainly was when I get started, but as we go on, I will show you how we use hues, tints and shades to make up a harmonious color scheme for every space we live in. I also found that it gave me ways to accent my wardrobe so, though I didn't have a fortune to spend, I could accessorize my wardrobe to look three times larger than it was.

Mixing Oil pastel with something to make paint, similar to water colors?

Is there some way to mix oil pastel sticks with some substance to make paint? something like water colors? I'm not sure.
Another question I didn't add is, does acrylic paint (dried) dissolve/fall off something when water touches.

I can answer part of your question. Acrylic paint should stay put after it has dried. Now it depends on what surface you have put it on and how stable that is. Metal needs to be primed before acrylic paint is added. There is something called paint lock I think. If acrylic was on plain paper it might peel off if it got wet. If you are asking if you can add other layers to acrylic paint after it is dry then the answer is yes. You can thin it out to the consistency of watercolor and do a wash over a canvas.
